Kanto offers Bulbasaur, Charmander and Squirtle. Johto offers Chikorita, Cyndaquil and Totodile. Hoenn offers Treecko, Torchic and Mudkip. Sinnoh offers Turtwig, Chimchar and Piplup. Unova offers Snivy, Tepig and Oshawott. Kalos offers Chespin, Fennekin and Froakie. Alola offers Rowlet, Litten and Popplio. Galar offers Grookey, Scorbunny and Sobble. Paldea offers Sprigatito, Fuecoco and Quaxly. That is 27 current starters. Version 0.3 had said 29 and still included Pikachu and Eevee. A video from 26 October, before that change settled, still names the older Kanto quartet. I list 27 as the current choice and keep 29 as history.

Partners evolve at levels 25 and 50. If a line branches, you choose. If it cannot evolve, it awakens and grows stronger. From 0.3 each partner knows every special of its own type. Natures, in one developer comment, add or remove about ten percent the way the main series does. Lost Pokemon follow the party and, once secured, take town jobs by type. Eggs come from the day care. The client file contains a long species table, and a comment claimed the full national set. The two figures do not match, so this page does not publish a total species count.

Spiritomb is an extra recruit row from the official event note. Mew is included as a named route guardian from one independent video, whose author chose the Escape Rope rather than the fight; that video does not establish a Mew recruitment condition. Spawn floors for the rest of the roster are not published. For a first-pick comparison, see best starters. The /tier-list/ query currently redirects here: no ranking supported by two independent community sources was found, so the sortable roster remains the comparison tool.

Questions

Can I start as Pikachu?

Not after the 0.4 note. Pikachu and Eevee left the starter list. Earlier videos still show them.

When do partners evolve?

Levels 25 and 50, according to the 0.3 update note.

Is every species in the game?

Two public figures disagree. I leave the total blank.
